During the 18 & 19th century tea was an expensive commodity and was therefore the preserve of the wealthy. Tea was usually locked up in a tea caddy and from this storage vessel grew the need for a small spoon with a wide bowl to recover the tea.
It was therefore logical to craft such spoons from the same metal as the tea service and the wealthy used mainly silver.
